While [[nudity]] is the preferred state for women, minimal amounts of clothing CAN be tolerated, especially if adequate amounts of flesh are left exposed, such as [[cleavage]], [[midriff]], [[legs]] and [[thighs]]. A state of [[topless|toplessness]], meaning having her [[tits]] fully exposed, is a reasonable compromise between being fully clothed and completely [[nude]]. 

A female wearing only accessories, such as [[sexy shoes]], a belt, jewelry, and/or a hat, is not considered to be clothed. 
A female wearing a [[bikini]] or a [[negligee]] (even a sheer one) is considered to be clothed. 
A female wearing only [[panties]], while technically clothed, is in a [[semi-nude]] state. 

What is considered to be "clothed" -- or "decent" -- varies greatly based on social and cultural standards. While a young woman wearing [[shorts|short shorts]] and a [[tube top]] is fully acceptable (and appreciated) in the USA, if she were dressed that same way in -- say -- Saudi Arabia, she would be arrested and put on trial.
