A stairway upskirt means that a woman has been upskirted while on a stairway: She could be either moving up the stairway (with the voyeur following her) or sitting on a stairway or steps. This is the most classical type of upskirt and does not require any special type of equipment. Stairway upskirts usually turn out to be panty upskirts or pantyhose upskirts and it requires a lot of luck to shoot a pantieless upskirt on a stairway.
